PHILADELPHIA (CBS) — Philadelphia police are investigating after an employee’s laptop and encrypted USB flash drives were stolen from an election machine warehouse at 3500 Scotts Lane in East Falls, the Philadelphia City Commissioner’s office confirmed Wednesday. Officials said the stolen laptop did not contain any election materials on it and isn’t capable of programming any of the city’s election machines.

Election Systems & Software is the manufacturer of the election machine. An ES&S spokesperson said the encrypted USB flash drives “contain multiple levels of security” and the laptop’s “not used to program the election or interact with USBs used in elections.”

“Upon learning of the theft, ES&S immediately (1 Hour later) changed the employee’s corporate network user account and the device address was blocked and passwords changed,” the spokesperson said. “ES&S is confident that this incident will not in any way compromise the integrity of the election.”

On election date this happened....

A U.S. Navy veteran and data scientist from Pennsylvania alleged this week that 47 USB cards used during the state’s Nov. 3 election have gone missing – and asserted that as many as 120,000 votes cast in the election should be called into question. At a hearing in Gettysburg on Wednesday, poll watcher Gregory Stenstrom of Delaware County identified himself a former commanding officer in the Navy and a forensic computer scientist with expertise on security and fraud issues. “I personally observed USB cards being uploaded to voting machines by the voting machine warehouse supervisor on multiple occasions,” Stenstrom testified. “This person is not being observed, he's not a part of the process that I can see, and he is walking in with baggies of USBs.”
